Infatti, ben il 98,83% dei 3.851.994 sud sudanesi che hanno partecipato allo storico referendum sull'indipendenza ha indicato sulla scheda di voto il simbolo di una mano che saluta, esprimendosi in questo modo a favore della scissione dal Nord, mentre appena l'1,17% si è espresso favorevolmente all'unità con il Sudan, scegliendo l'altro simbolo, quello di due mani unite in una stretta. Detto altrimenti: 3.792.518 sud sudanesi hanno detto "sì" alla creazione di un nuovo Stato, mentre solo 44.888 hanno detto "no" alla separazione da Khartoum. (...)

The co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of Albania, Jaakko Laakso (Finland, UEL) and Thomáš Jirsa (Czech Republic, EDG), have urged all parties to find a negotiated solution to the current political crisis in Albania, and to refrain from any action that could further escalate the already tense situation.
“This crisis is doing lasting damage to Albania’s democratic institutions and is endangering the very stability of the country,” said the two co-rapporteurs. “We are especially concerned about actions that bring into doubt the freedom of the media, as well as recent calls to disobey legitimate state institutions,” they added. Increased pressure by the authorities to restrict any form of public gathering has come as groups have emerged on Facebook urging people in Syria to protest on February 4 and 5 to "end the state of emergency in Syria and end corruption." A state of emergency has remained in place in Syria since 1963.
Syria, as a state party to the International Covenant on Civil and Political Rights (ICCPR), is required under article 21 to recognize and protect the right to peaceful assembly. Restrictions on this right can only be imposed by clear laws, for strictly limited reasons, such as public safety, and only if proportionate, respecting the underlying right. Syria should also protect peaceful assemblies from disruption by third parties. (...)
