Uzbekistan's dictator is another Qaddafi-in-waiting. Realism is one thing, but the United States can't be afraid to call the devil by his name. (...) Its leader, former Soviet apparatchik Islam Karimov, presides over a ruthless, corrupt state that imprisons and tortures anyone who dares to champion a democratic alternative. He harbors hopes, it has been said, to pass power to his daughter, whom leaked U.S. cables call the most hated person in the country.
